Cecelia Bailey is a Licensed Clinical Social Worker with extensive experience across community mental health, hospital systems, and private practice. As founder of Bailey's Counseling Service, PC, she leads a practice built on clinical rigor, compassionate care, and clear communication.
As a DOT Qualified Substance Abuse Professional, Cecelia partners with CDL drivers, owner operators, and employers throughout North and South Carolina to navigate the FMCSA return-to-duty process — from initial evaluation through follow-up testing. Her approach is straightforward and solution-focused: understand the person, follow the regulation, and get drivers safely back to work.
